Group A, B, C and D Services –  The Central government of India mainly organised civil service into four groups; Group ‘A’, Group ‘B’, Group ‘C’, and Group ‘D’. This classification is directly related to the rank, status and the degree of the level of responsibility attached to the posts.

Group `A’ posts carry higher administrative responsibilities and they are appointed at highest management positions in the ministries. The junior levels of Group `A’ along with Group `B’ constitute middle management. Group `C’ posts mainly perform clerical work in ministries and departments and Group `D’ employees are recruited to do maintenance and labour work.

All the salaries and grade pay of Central govt employees are decided by a committee called CPC (Central Pay Commission). Pay commission is set up by the Indian government and gives its recommendations regarding the changes in the salaries of its employees. The government of India constituted 7′th CPC in Sept. 2013 and its recommendations were implemented on 1 Jan 2016.

All the civil services are divided into different levels (1 to 18). Level 1 to 5 come under Group ‘C’ and ‘D’, Level 6 to 9 come under Group ‘B’ and level 10 to 18 come under Group ‘A’ jobs.

Various Types of Government Jobs and Employees

The civil service of central government is organized into four groups :

Group – D and C: 7th CPC Pay Levels 1-5
Group – B: 7th CPC Pay Level 6-9 (Non-Gazetted)
Group – A: 7th CPC Pay Level 10-12 (Gazetted)
Group – A: 7th CPC Pay Levels 13-14 (Senior Level)
HAG: 7th CPC Pay Levels 15-18

The four groups signify the level of posts coming under various departments of either union government or state government in India.

GROUP A: highest level of administration.

Includes all commissioned officers of India’s defence services, officers of all India services, central civil services, professors, scientists, top level officials in engineering and medical services in India.

Selection mainly through UPSC examinations.

GROUP B: Second level officers who comes next to group a officers in position.

Includes junior commissioned officers (JCO) in defence forces, state civil services, higher or secondary level teaching staff etc.

Selection mainly through SSC combined graduate level examination or by state PSC or by promotion from group C.

GROUP C: mostly clerical staff under union and state government, non gazetted officers from various departments, armed and police forces, primary school teachers, technicians etc.

Selection mainly through SSC combined higher secondary level exam or state PSC examinations.

GROUP D: mostly peons, office attendants or other lower level employees of union or state government.

Selection mainly through SSC MTS examination or state PSC examinations.


The civil service of the Central Government is organised into four groups, viz. Group `A’ (which includes all- India Service) Group `B’, Group `C’ and Group `D’. Such classification broadly corresponds to the rank, status and the degree of the level of responsibility attached to the posts. Group `A’ posts carry higher administrative and executive responsibilities and include senior management positions in the ministries/departments and field organisations. The middle and junior levels of Group `A’ alongwith Group `B’ constitute middle management. Group `C’ posts perform supervisory as well as operative tasks and render clerical assistances in ministries and field organisations. Group `D’ posts are meant for carrying out routine duties.

The Central Services (Classification, control and Appeal) Rules, 1965 provide a concrete and specific criterion for classification of posts in terms of pay. Thus, posts carrying pay or scale of pay with a maximum of not less than 13500/- are categorised under Group `A’. Posts carrying a pay or scale of pay with a maximum of not less than Rs.9000/- but less than 13500/- are known as Group `B’ posts. Civil posts with a maximum pay (or a scale of pay) over Rs.4000/- but less than Rs 9000./- are in Group `C’. The rest of the posts are in Group `D’.
